Some providers offer burst CPU and/or memory, which means if the pool of resources on the dedicated server isn’t used, you can use it, as long it’s free. However, again you are limited, if you get a lot traffic than your VPS will be laggy, maybe non operating. The price of VPS server ranges from 20$ up to 60$. Sometimes hosting providers offer managed service. This means that they will take care of your server. But when it comes to optimizing, that will be task for you.
Before you choose shared hosting or VPS, before you buy anything, make a plan, but mainly write your idea, your budget and possible revenue. What this means? If believe that you will have hype with your web project and at the beginning you will have a lot of traffic, it will be good you to buy VPS. If you plan to grow slowly, buy shared hosting first, than with the enlargement you can buy VPS or dedicated server. Carefully read the ToS (Terms of Service) and every agreement that you sign.
